Born in April, 12, 1957 in Tsulikan village, Akushinskaya area of Republic Dagestan. Graduated from two higher institutions: Dagestan Pedagogical Institute, in 1979, and Legal Academy of the USSR Ministry of Internal Affairs, in 1990.

A good sportsman, he worked in law-enforcement bodies of Republic Dagestan from 1981 till 1992, headed and personally trained NABAT special capture group which specialized in anti-terrorism activities on transport. From 1992 till 1997 he was successfully engaged in business, at first as vice-president of Board of the Caucasian Exchange bank, and then as President of Financial and industrial union “Usstar-M”.

He has got special economic education in the Colombia University in USA, in Russian Academy of Finance, passed the European Bank courses “Finance and Credit”. Awarded the tile of the Honorable Economist of Republic Dagestan.

In 1997 he was an assistant to Permanent Representative of Republic Dagestan at President of Russian Federation. During the tragic events of August, 1999, when terrorists led by S.Basaev invaded Dagestan territory, Mamma Mammaev headed command staff of militia men in Novolakskaya area of republic and organized defense of the Motherland.

In 2002 he headed Regional executive committee of Dagestan regional branch of the all-Russia political party “United Russia”. As a result of his carefully planned and organized work as Head of the campaign headquarters of regional branch of “United Russia”, in Republic Dagestan the Party took 65,7 % of popular vote that forms the fourth result among 89 constituent entities of Russian Federation.

On December, 7, 2003 he was elected the deputy of State Duma of Russian Federation of fourth convention. Simultaneously with his current work in GD Defense Committee he is elaborating the problems of political and economic integration of Russian Federation with the countries of Muslim world, and also on questions of increasing investments appeal of Russian Federation North Caucasian region. In his work the deputy makes special accent on strengthening of interdenominational and interethnic cooperation in struggle against extremism and international terrorism.

On June, 3, 2004 he organized and lead the conference “Islam against terrorism” in which he took part leaders of basic confessions of Russian Federation, Ambassadors of some Muslim countries, representatives of Administration of RF President, representatives of Russian Federation Government, deputies of State Duma FS of Russian Federation, members of FS Federation Council of Russian Federation, mayors of cities, representatives of scientific community, public organizations and cultural centers of Russian Federation North Caucasian republics - in all more than 200 persons. Conference and its results have caused genuine interest of mass-media and has received ready response on the part of politicians and expert community.

M.Mammaev is married, has the son and four daughters.
